Following the passage of the Oc cupational Safety and Health Act by the U.S. Congress in 1970\, the Occupa tional Safety and Health Administration was formed in 1971. In 1984\, the Canadian Union of Public Employees (CUPE) did the same i n Canada. The Canadian Labour Congress declared an annual day of remembra nce in 1985 on April 28\, which is the anniversary of a comprehensive Work ers’ Compensation Act (refer to the entry Workplace Safety & Insurance Boa rd)\, passed in 1914. \nIn 2012 OSHA revised the Hazard Communic ation Standard to adopt the Globally Harmonized System for the Classificat ion and Labelling of Chemicals (GHS). That revision adopted\, mainly\, re vision 3 of the GHS. The GHS is updated on a biennial basis so 6 revisions of the GHS have been issued since revision 3. OSHA has proposed up update the Hazcom Standard to incorporate the changes to the GHS through revisio n 7.
\nThis will result in some major changes to certain hazard clas ses and the addition of some new hazard classes. OSHA has also proposed so me changes to the label and SDS requirements. In this course\, we will re view the proposed changes\, review the results of the September public hea ring and discuss what impact these changes will have on your Hazard Commun ication Program. Since industrial hygienists review products for their haz ards to recognize\, anticipate\, evaluate and control those hazards\, it i s important to understand the changing landscape of hazard classification.
\nDenese Deeds is co-founder of IHSC\, LLC where s he is the Director of Chemical Regulatory Services. In that function she p repares SDS\, labels and other hazard communication documents\, and assist s companies with overall chemical regulatory compliance. Prior to founding IHSC she worked as an industrial hygienist for General Electric and Westi nghouse. Denese is certified in the Comprehensive Practice of Industrial H ygiene by the ABIH. \nSarah A. Felknor is the Associate Director for Research Int
egration at the National Institute for Occupational Safety and Health (NIO
SH)\, where she leads the strategic alignment and collaboration among occu
pational safety and health research communities. Dr. Felknor established
the NIOSH Office of Research Integration in 2019 to connect research commu
nities and optimize impact by leveraging innovation and collaboration to a
dvance the NIOSH mission. She also leads the newly launched NIOSH Strateg
ic Foresight Unit to connect research communities to strategic foresight a
nd provide an organizational home for foresight activities. Dr. Felknor h
olds a professional certificate in Strategic Foresight from the University

\nPublic concern about Legionella exploded following an outbreak at the 1976 American Legion conference in Philadelphia\, where 2 21 attendees contracted pneumonia and 34 died. Since that time\, many peop le felt that the problem had been resolved and public awareness and unders tanding of Legionella waned. However\, the incidence of LD has been steadi ly increasing for more than a decade. Reported cases in the U.S. have rise n from 1\,108 in 1999 to 9\,933 in 2018\, and the incidence rate has incre ased by over 500%. Similar increases have been seen in New York City which saw at least 4 different outbreaks in 2015\, the largest of which infecte d at least 133 people and killed 16. 2015 also saw the release of two impo rtant U.S. documents related to Legionella – AIHA’s “Recognition\, Evaluat ion\, and Control of Legionella Hazards in Building Water Systems” and ASH RAE’s long overdue Standard 188 “Legionellosis: Risk Management for Buildi ng Water Systems”. This presentation will cover the history of Legionella\ ; the biology\, ecology\, and environment of Legionella and how it inhabit s\, amplifies and survives in building water systems\; and the epidemiolog y of Legionella. Additionally\, it will discuss the new 2022 AIHA Legionel la guideline and provide an outline for professionals to develop evaluatio n and assessment strategies for Legionella by focusing on source assessmen t and proactive monitoring to determine the effectiveness of control measu res.

Participants are welcome to a ttend any or all of the lecture sessions\, depending on their individual t raining needs. The NJAIHA will be hosting Professional Development Courses (PDCs) on Thursday\, December 1st\, the day prior to the Northeast Industr ial Hygiene Conference (NEIHce). The PDCs will be presented virtually on Z oom.
\nCourses Include:
\nThis session is intended for indust rial hygiene and safety professionals who manage or support confined space programs. In the first section we will get into some of the details of c onfined space inventory and evaluations. What is designed for continuous occupancy really mean? Is a PEL or TLV the appropriate measure for a haza rdous atmosphere in a confined space? The evaluation process is not just important for determinations but also supports the determination of entry controls and the permit or reclassification process.
\nThe second pa rt of the session will focus on confined space entry under the reclassific ation provisions of 1910.146(c)(7) and 1926.1203(g). Reclassification is commonly used for confined space entry. Issues including the requirement to eliminate hazards for reclassification will be addressed.
\nThe f inal part of the session will discuss additional program related issues an d the ANSI Z117 and the NFPA 350 confined space standards.
\nTom Burgess is an industrial hygiene and safety consultant with T&M Associates\, his office is located in Bloomfield NJ. Mr. Burgess wor ked as an industrial hygiene professional in several manufacturing operati ons including the chemical industry and in the NYC Bureau of Wastewater Tr eatment\, as well as his current role as a consultant. He has worked with a variety of companies and operations on their confined space programs in volving thousands of confined spaces.
\n**This course fulfills the ABIH ethics requirement for CIH recertifi cation maintenance credit.**
\nThis PDC on ethical practice within t he occupational safety and health field helps participants develop an incr eased awareness of the nature of ethical issues\, how they arise and how t hey may be resolved. We begin with an examination of how recent deliberate ethical lapses by business leaders have seriously damaged the financial a nd reputational futures of some of the world’s revered brands. From this starting point we will explore the following:
\nParticipants in this course will acquire essential skills necessar y to make higher quality ethical decisions. This skill – building process begins by developing an awareness of ethical issues and how they arise. Th e role of personal values and their application to decision – making is th en examined. Participants will learn about using analytical techniques to explore right vs. wrong situations as distinct from right vs. right dilemm as\, where values conflict. Explore how to resolve situations where truth conflicts with loyalty\; justice and mercy\; set both short-term and long- term goals\, and understand self-interest conflicts with the community’s i nterest. Finally\, participants will discuss several resolution approaches to dilemmas in search of “the higher right.”
\nNancy Orr strong>has over 40 years of experience in the occupational safety\, health and environmental protection fields. She is the owner of Sage Health and Safety\, LLC\, a NYC based firm providing comprehensive safety and health consulting services. Prior to opening Sage Nancy was the Senior Director \, Environment\, Health and Safety\, Global Operations at Becton Dickinson and Company (BD) \, a multinational medical device and life sciences comp any with manufacturing operations in 24 countries. She was at BD for 17 y ears where she directed all Corporate EHS regulatory compliance and perfor mance improvement activities for the company. Prior to her role at BD Na ncy was a OSHA Compliance Officer\, a field industrial hygienist for two m ajor insurance companies and a Manager of Health and Safety at ITT Corpora tion in NY.
\nShe has served as a Councilor of the American Academy of Industrial Hygiene\, a Trustee of the American Industrial Hygiene Found ation\, and has held several offices of the Metro NY AIHA section. She is a CIH\, CSP and Fellow of the AIHA.
\nNancy has a deep interest in ethics and has shared this enthusiasm in the form of PDCs and seminars spo nsored by National AIHA\, ASSP and several local and regional professional meetings. In addition\, many of the people who have attended th e program have found it to be very helpful in preparing for the CIH examin ation. Participants are welcom e to attend any or all of the lecture sessions\, depending on their indivi dual training needs.

\nLydia Trainor started her career with OSHA in 2010 as a Safety Specialist in the Parsippany Area Office. She currently works in Enforcement Programs at the OSHA Region 2 NY Regional Office. She is a member of the Region 2 PSM Inspection Team\, assisting local area offices with their PSM inspections and providing CSHO s with hand on training in PSM. Prior to OSHA\, Lydia worked in private in dustry as the site EHS Manager at the GE Biosciences Piscataway Campus.
\nAndrew Reed\, CSP started working for OSHA in 1997 as an Industrial Hygienist in the Albany\, NY Area Office. During his car eer with OSHA\, he has held positions as an Industrial Hygienist\, Safety Specialist\, Assistant Area Director\, and most recently as a member of th e Enforcement Programs group in the OSHA Region 2 New York Regional Office where he is a member of the Region 2 PSM Inspection Team. Andy is a self -professed “jack-of-all trades\, master of none” safety professional. I n his spare time\, he competes in USATF Masters road races at distances fr om 5k to the marathon and enjoys working on old Swedish cars in his garage .

Prior to opening Sa ge Nancy was the Senior Director\, Environment\, Health and Safety\, Globa l Operations at Becton Dickinson and Company (BD)\, a multinational medica l device and life sciences company with manufacturing operations in 24 cou ntries. She started her career as an OSHA Compliance Officer and Industria l Hygienist for two major insurance companies\, and Manager of Health and Safety at ITT Corporation in NY.
\nShe has also served as a Councilo r of the American Academy of Industrial Hygiene\, a Trustee of the America n Industrial Hygiene Foundation\, and has held several offices of the Metr o NY AIHA section. She is a CIH\, CSP and Fellow of the AIHA.
